ILAC MRA AGREEMENT

The ILAC Mutual Recognition Arrangement (ILAC MRA) provides the critical technical basis for medical calibration, testing, inspection and laboratory results, provides proficiency testing and manufacturing programs. standard material of accredited conformity assessment bodies to provide confidence in the acceptance of services and results.

The ILAC MRA supports the delivery of services at a local or national level, such as providing safe food and clean drinking water, providing energy, providing health and social care, or maintaining an environment. The school is not polluted.

In addition, the ILAC MRA enhances the acceptance of products across national borders. By eliminating the need for further calibration, testing, medical testing and/or inspection of imports and exports, technical barriers to trade are also reduced. In this way, the ILAC MRA promotes international trade and the free trade goal of “recognized once, accepted everywhere” can be achieved.

Mechanism of action

The ILAC MRA links the existing regional MRAs/MLAs of the Regional Accreditation Cooperation Organisations. For the purposes of the ILAC MRA, and based on ILAC’s assessment and accreditation of regional MRAs/MLAs, ILAC authorizes Regional Accreditation Cooperation Organizations to assess, monitor, re-evaluate, and issue decisions regarding the signing status of accreditation bodies as Full Members of ILAC (signatories to the ILAC MRA).

Accreditation bodies that are signatories to the ILAC MRA are peer-reviewed in accordance with the requirements of ISO/IEC 17011 to demonstrate their competence. ILAC MRA Signatory Search provides a current list of all accreditation bodies that are signatory members of the ILAC MRA, include details of contact information, scope of accreditation and date of first signing of the ILAC MRA.

The ILAC MRA signatories then conduct the assessment and accreditation of conformity assessment bodies to relevant international standards including testing and calibration laboratories (ISO/IEC 17025), testing laboratories medical laboratory (ISO 15189), inspection body (ISO/IEC 17020), proficiency testing provider (ISO/IEC 17043) and reference material manufacturer (ISO 17034). The signatories to the ILAC MRA agree to accept the results of each other’s accredited conformity assessment bodies under the ILAC MRA. As a result, results from a conformity assessment body recognized by signatories to the ILAC MRA can be internationally recognized.

BENEFIT

The MRA supports international trade by promoting international trust and acceptance of test and inspection results, proficiency testing services, and the production of accredited reference materials. Technical barriers to trade, such as re-inspection of imported and exported products, will be reduced. In this way, the free trade goal of “recognized once, accepted everywhere” becomes a closer reality.

For the Government

The MRA provides governments with a reliable and technically sound framework for developing and enhancing the regulatory role in government bilateral and multilateral international trade agreements. The long-term aim is for both public and private industry to fully accept the results of accredited laboratories, inspection bodies, proficiency testing services and reference manufacturers, including results. of institutions recognized in other countries. In this way, the goal of free trade “recognized once, accepted everywhere” will be realized.

For the governing body

MRA is the internationally recognized “mark of approval” to demonstrate compliance with agreed standards and requirements. As a result, risks are minimized, as decisions will be based on reliable results. Duplication is also minimized because test, calibration, inspection, proficiency testing and reference material data submitted for product certification can be evaluated without retesting. Many regulators, such as government agencies, have recognized the importance of reliable accreditation programs developed against internationally recognized standards. Accreditation and the ILAC MRA help regulators fulfill their regulatory responsibilities by providing a globally recognized system for accepting services and results from accredited organisations.

For industry

The MRA ensures that businesses that depend on test data, calibration, inspection, proficiency testing and reference materials have greater confidence in the accuracy of the services and reports they purchase, because they are created by organizations judged to be competent enough to carry out such activities.

For consumers

The MRA provides more confidence to the public and consumers purchasing testing, calibration or inspection services for their samples, equipment or products. By emphasizing that calibration, testing or inspection results are from an accredited body, they can be confident that the organization has been evaluated by an accredited independent accreditation body. is capable of meeting international standards.

COOPERATIVE ORGANIZATIONS FOR REGIONAL RECOGNITION

The ILAC MRA links the existing regional MRAs/MLAs of the Regional Accreditation Cooperation Organizations.
